Contando com a importante contribui\u00e7\u00e3o de representantes da Marinha, do Tribunal Mar\u00edtimo e da Academia Brasileira de Direito Internacional, o II Congresso foi aberto pelo professor Dr. Wagner Menezes, da USP, e a Confer\u00eancia Magna foi proferida pela professora Dra. Martha Chantal, da Universidade do Porto, Portugal.
