{"id":309,"date":"2018-02-26T16:51:54","date_gmt":"2018-02-26T19:51:54","guid":{"rendered":"http:\/\/sites.usp.br\/fmrpnew\/?page_id=309"},"modified":"2018-02-26T16:51:54","modified_gmt":"2018-02-26T19:51:54","slug":"historia","status":"publish","type":"page","link":"https:\/\/sites.usp.br\/devfmrp\/en\/institucional\/historia\/","title":{"rendered":"Hist\u00f3ria"},"content":{"rendered":"<p style=\"text-align: justify\"><a href=\"http:\/\/sites.usp.br\/fmrpnew\/wp-content\/uploads\/sites\/356\/2018\/02\/predio-central.png\"><img fetchpriority=\"high\" decoding=\"async\" class=\"size-full wp-image-620 aligncenter\" src=\"http:\/\/sites.usp.br\/fmrpnew\/wp-content\/uploads\/sites\/356\/2018\/02\/predio-central.png\" alt=\"predio central\" width=\"964\" height=\"183\" \/><\/a><\/p>\n<div class=\"rt-article-title\" style=\"text-align: justify\">\n<p>Social changes and redemocratization that occurred in Brazil in the 1940s, allied\u00a0with the relief and euphoria that marked the end of World War II, determined that civil society organized itself to achieve a better quality of life. This included access to Culture\u00a0and Education. Some inland cities pleaded the interiorization of Higher Education, with\u00a0consequent access of young people to liberal professions and to the improvement of the\u00a0local economy, which would boost the progress (1).<\/p>\n<p>In Ribeir\u00e3o Preto, the movement pro School of Medicine was intense, with the\u00a0participation of various segments of society and the Medical Center. Dr. Paulo Gomes\u00a0Romeo was one of the leaders and later as President of the Medical Center, played an\u00a0important role in the establishment of FMRP. The congressman Luiz Augusto Gomes\u00a0de Matos was the responsible for the Bill presented to the Congress, approved in\u00a01948(2,3,5).<\/p>\n<p>The Government of S\u00e3o Paulo State supported the idea of interiorization of\u00a0higher education, but there was no unanimity at the University of S\u00e3o Paulo (USP)\u00a0regarding Medical Education. Althoughthere was a large amount of qualified Professors\u00a0of Medicine to work in the new Medical School, the expansion could lead to loss of\u00a0educational quality. Despite this, in 1947, a Committee was created, coordinated by\u00a0Professor Dr. Zeferino Vaz, to study the possibility of implementing the new School,\u00a0organizing the curriculum and planningitsestablishment (1,3,5). The final approval of the\u00a0curriculum structure, occurred in September, 1951. Three months later the Government\u00a0of S\u00e3o Paulo approved the establishment of FMRP. Prof. Vaz was appointed as the first\u00a0Director.<\/p>\n<p>In addition to the personal characteristics of Zeferino Vaz, who was an\u00a0enterprising man, visionary, sensitive to the needs of society that began to outline the\u00a0type of health service that would be welcome, determined to create a prominent School\u00a0of Medicine,several factors influenced the choice of model for the pedagogical-teaching\u00a0and the Faculty of FMRP:<\/p>\n<p>The American model of that time (Flexnerian) which would ensure innovative\u00a0featurestoFMRP, emphasized research, technology and overspecialization, as well as the separation of basic education from clinical and the full-time (1);<\/p>\n<p>&#8211; The Rockefeller Foundation, which would be the main source of financing of the\u00a0new Institution,strongly recommended that this model was considered (2,4);<\/p>\n<p>&#8211; Medical Residency in Brazil was being considered and discussions on\u00a0Graduate Courses had been initiated (1,2).<\/p>\n<p>On the other hand:<\/p>\n<p>&#8211; \u201cChanges in laws (the first Welfare Institutes already existed in Brazil); economic and social changes, with the consequent change in the health system\u201d (1)\u00a0occurred in Brazil, Latin America and other regions of the world, and it was awarded\u00a0with the proposal for inclusion in the project of FMRP a School Health Center.<\/p>\n<p>Moreover:<\/p>\n<p>&#8211; The importance of Preventive Medicine, the integration of chairs in\u00a0departments, limiting the number of positions and rigorous selection of students were\u00a0incorporated in the propositions of the Pan American Congress of Medical Education in\u00a01951. This entity, also recommended, \u201cthe full-time for basic and clinical disciplines, the\u00a0creation of a School of Nursing and the establishment of a School Hospital\u201d, which was\u00a0in accordance with the \u201cAmerican model\u201d and with the requirements of the Rockefeller\u00a0Foundation (2,4).<\/p>\n<p>The initial faculty of FMRP was composed of renowned Europeans, South\u00a0Americans and Brazilians professors, (1,2).It is worth mentioning that it was included\u00a0in the initial curriculum of FMRP disciplines that did not exist in other Brazilian Medical\u00a0Schools, such as the Medical Psychology.<\/p>\n<p>During the establishment and in the first years the headquarters and some\u00a0laboratories of FMRP worked on a house located at 757 Visconde de Inha\u00fama Street;\u00a0the classes were taught in the building of the School of Pharmacy and Dentistry and\u00a0Santa Casa de Miseric\u00f3rdia of Ribeir\u00e3o Preto provided physical structure for clinical and\u00a0surgical qualification.<\/p>\n<p>In the 1950s there was a change of FMRP into the headquarters of the former\u00a0Agricultural School, the provision of housing for faculty and staff on campus, the\u00a0creation and implementation of the University Hospital. With the construction of the\u00a0new building in 1978 and 1979 the UH changed for the Campus and in the former\u00a0headquarters was installed the Emergency Facility.<\/p>\n<p>On April 2, 1963 \u2013 under the presidency of Deputy Director, Prof. Dr. Mauro\u00a0Pereira Barreto, the Congregation of FMRP was established (<a href=\"http:\/\/sites.usp.br\/fmrpnew\/calendario-de-reunioes\/colegiados-e-comissoes\/congregacao\/\">historical record<\/a>). In the early years, when necessary specific quorum,\u00a0this was supplemented by professors from the Schoolof Pharmacy and Dentistry.<\/p>\n<p>ZeferinoVaz remained at FMRP for 12 years. On March 20, 1964, the\u00a0Congregation of FMRP ceased performing Solemn Session to grant him the title\u00a0of \u201cDoutor Honoris Causa\u201d, attended by the Rector, Denas of other USP Facilities and\u00a0civil and ecclesiastical authorities.<\/p>\n<p>Over the decades, changes in the curriculum were made necessary\u00a0following: \u201cAdvances in science and technology for diagnosis and treatment and\u00a0industrialization; changes in laws, economic, political and social changes, with the\u00a0consequent modification of the health system and greater appreciation of prevention;\u00a0the emerging of different diseases, drug discovery, and by pressure from students and\u00a0the willingness of heads of educationaldepartments and collegiate \u201c(1).<\/p>\n<p>During these 60 years there were the establishment of the Medical Residency\u00a0and Graduate Course, departmental restructuring, implantation of the Historical\u00a0Museum(6), changes in the roles of Health Sciences Professor, changes in\u00a0administrative activities (7), preparation of Master Plan, Establishment of Foundations,\u00a0Creation of New Courses (Physical Therapy, Occupational Therapy, Nutrition and\u00a0Metabolism, Speech Therapy, besides the Biological Sciences, which dates the\u00a01960s and Medical Informatics, shared with the School of Philosophy, Sciences and Languages of Ribeir\u00e3o Preto).<\/p>\n<p>The hierarchy of the health system, as well as the new demands of the \u201cpatientcitizen\u201d required changes, also at the University Hospital (aimed predominantly to the\u00a0tertiary and quaternary levels), the Emergency Facility and other support facilities, with\u00a0significant expansion of extramural spaces.<\/p>\n<p>Thus, FMRP aims to train professional health qualified to the Brazilian needs;\u00a0that the graduates of their Residency Programs (Medical and Multiprofessional) ensure\u00a0excellent level of health care and that their university extension courses contribute to\u00a0the continuing education of professionals in several areas. FMRP aims to train Masters,\u00a0Doctors, Researchers and post-docs; FMRP also develops important research, thus\u00a0contributing to the evolution of scientific knowledge.
