I – COMPOSITION OF THE PROGRAM COORDINATING COMMITTEE (CCP)
Because it is a only program, the CCP corresponds to the CPG, and will be constituted by 5 (five) titular members and their respective substitutes, accredited as full advisors, elected by the IOUSP Congregation, respecting the proportionality of the concentration areas, in addition to student representation. The Areas of Concentration of the program are: Biological Oceanography, Chemical and Geological Oceanography and Physical Oceanography.
II – SELECTION CRITERIA
II.1 Proficiency in foreign language
Proficiency in a foreign language will be required during the selection process, according to item V of this Regulation.
II.2 Requirements for the Master
II.2.1. Registration
Candidates must submit the following documents for registration in the selection process:
- Application Form completed (available on the Institute portal or at the Graduate Office);
- Copy of identity document (RG);
- Detailed Curriculum;
- Student record, bulletin or equivalent document, containing any disapprovals and leave of abscence, issued by the undergraduate secretariat, students section or equivalent;
- 1 (one) letter of recommendation on the appropriate form (available on the institute portal).
II.2.2. Selection Exam
Candidates will be evaluated, in an eliminatory character, through a written test (minimum grade of 5.0 (five)) and their Curriculum Vitae.
The content, point value and time for the written test and the items evaluated in the Curriculum Vitae will be published in a public notice, prepared by the examination committee, in the unit’s portal and in the Official Gazette of the State of São Paulo.
In addition to the above mentioned exams, the candidates will participate in an interview, without eliminatory or qualifying character, in order to identify the most appropriate line of research.
Candidates who have a grade of 7.0 or higher (seven) can be accepted in the program, subject to the availability of a advisor.
II.3 Requirements for the Doctorate
II.3.1. Registration
Candidates must submit the following documents for registration in the selection process:
- Application Form completed (available on the Institute portal or at the Graduate Office);
- Copy of identity document (RG);
- Detailed Curriculum;
- Student record, bulletin or equivalent document, containing any disapprovals and leave of abscence, issued by the undergraduate secretariat, students section or equivalent;
- Proof of Master’s Degree stricto sensu in the areas mentioned above;
- Student record, bulletin or equivalent document, containing any disapprovals and leave of abscence, issued by the graduate secretariat, students section or equivalent;
- 2 (two) letters of recommendation on the appropriate form (available on the institute portal);
- Research Project prepared by the candidate, in three copies.
II.3.2. Selection Exam
The candidates will be evaluated by the requested documentation, according to criteria established in the Public Notice of the selection process. In addition, each candidate must submit a presentation of their research project, with a maximum duration of 20 minutes, to a board composed of at least two members chosen by CCP/CPG.
The evaluation will be done according to the items included in the Evaluation Form available on the program page on the internet and in the Public Notice of the selection process.
The final grade will be obtained by the arithmetic average between the marks given by the two members of the examining bank. Candidates who achieve a grade equal to or greater than 7.0 (seven) will be approved.
II.4 Requirements for the Direct Doctorate
II.4.1. Registration
Candidates must submit the following documents for registration in the selection process:
- Application Form completed (available on the Institute portal or at the Graduate Office);
- Copy of identity document (RG);
- Detailed Curriculum;
- Student record, bulletin or equivalent document, containing any disapprovals and leave of abscence, issued by the undergraduate secretariat, students section or equivalent;
- 2 (two) letters of recommendation on the appropriate form (available on the institute portal);
- Research Project prepared by the candidate, in three copies.
II.4.2. Selection Exam
Candidates will be evaluated, in an eliminatory way, through a written test and their Curriculum Vitae.

III – DEADLINES
III.1 Master’s course the deadline for depositing the dissertation is 24 (twenty four) months
III.2 In the Doctorate course, the deadline for depositing the dissertation is 48 (forty-eight) months.
III.3 In the Doctorate course, without obtaining the master’s degree (Direct Doctorate), the deadline for depositing the thesis is 60 (sixty) months.
III.4 In any of the courses, in properly justified exceptional cases, students may request an extension of time for a maximum period of 120 (one hundred and twenty) days.
IV – MINIMUM CREDITS
IV.1 The Master student must fulfill a minimum of credit units as follows:
- 96 (ninety-six) credit units, of which 32 (thirty-two) in subjects and 64 (sixty-four) in the dissertation
IV.2 The doctoral student, holder of the title of Master by USP or recognized by it, must fulfill a minimum number of credit units, as follows:
- 160 (one hundred and sixty) credit units, being 20 (twenty) in subjects and 140 (one hundred and forty) in the thesis.
IV.3 The Doctorate student, without obtaining the Master’s degree, must fulfill a minimum number of credit units, as follows:
- 192 (one hundred and ninety two) credit units, 52 (fifty-two) in subjects and 140 (one hundred and forty) in the thesis.
As a special credit, a maximum of 6 (six) credits may be awarded for Master, Doctorate or Doctorate courses. Such credits are specified in item XVII – Other Rules of this Regulation.
V – FOREIGN LANGUAGE
Students should demonstrate proficiency in English for both the Master’s and Doctorate programs.
V.1 Candidates for masters and doctoral must demonstrate proficiency in English through a valid certificate to be submitted up to the date of first enrollment in the Program. One of the following valid vouchers will be accepted, with a score compatible with the respective course (Master’s or Doctorate):
a) certificate of the FFLCH-USP Language Center. For the masters candidate : certificate of approval of proficiency examination in reading; for the doctorate candidate: certificate of proficiency examination in reading and written expression.
b) certificate in the TOEFL selection exam.
c) certificate in the IELTS selection exam.
The minimum grade for acceptance of the proficiency exams will be disclosed in a specific notice on the Program page on the Internet and in the Official Gazette of the State of São Paulo.
Other examinations and respective minimum grades may be analyzed by the CCP/CPG upon request of the student.
V.2 For foreign students, in addition to English proficiency, Portuguese proficiency is also required for enrollment, demonstrated through the presentation of the Certificate of Proficiency in Portuguese for Foreigners, CELPE-BRAS, intermediate or higher level, or to be approved in a Portuguese language proficiency exam at the FFLCH-USP Language Center (Proficiente). For the master’s degree, Portuguese proficiency must be demonstrated at the time of first enrollment; for a Doctorate or direct Doctorate, the proficiency must be submitted up to 18 (eighteen) months after the first enrollment.
V.3 To the foreign student that demonstrates the Portuguese language proficiency in the Master, the examination in the Doctorate will not be required.
VI – COURSES
VI.1 Courses accreditation or re-accreditation is based on analysis of program content, compatibility with the Program’s research lines, bibliographic update, curriculum vitae (Lattes) of the ministrants and detailed opinion of a rapporteur, heard by CPG/CCP.
VI.2 The lecturer responsible for compulsory courses must be an active participant in the Program (Full or Specific).
VII – CANCELLATION OF COURSES CLASSES
VII.1 The cancellation of courses classes may occur at the request of the lecturer, due to cas fortuit, approved by the CCP.
VII.2 The CCP shall issue an opinion on the request within a maximum period of 10 (ten) days.
VII.3 Courses class cancellation due to lack of students will only occur if there are less than 5 (five) students enrolled regularly enrolled, as requested by the person in charge of the course before the beginning of the established classes.
VII.4 The maximum deadline for deliberation of the CCP according to the calendar is until 10 (ten) days before the end date for the beginning of the classes.
VIII – QUALIFICATION EXAM (EQ)
The Qualification Exam is required in the Doctorate and Direct Doctorate courses.
Registration in the qualifying examination is the responsibility of the student and must be done within the maximum period established by the program in these Regulations (items VIII.2.1 and VIII.3.1).
The examination should be carried out no later than 60 (sixty) days after registration.
The graduate student who does not take the exam in the period foreseen for his course will be disconnected from the program, according to item V of article 52 of the USP Graduate Regiment.
The examination committee shall be composed of three members, with a minimum doctorate degree.
VIII.1 Master’s
Not applicable.
VIII.2 Doctorate
VIII.2.1. The doctoral student must have his / her registration for the qualification examination approved by the CCP/CPG within a maximum period of 24 (twenty four) months after the beginning of the period count in the course.
VIII.2.2. The objective of the Doctorate qualification examination is to evaluate the candidate’s maturity in his area of research demonstrating sufficient understanding and mastery of the theory and methodologies involved.
VIII.2.3 The exam registration, along with its subject, should be forwarded by the student with the advisor’s agreement to the CCP within the established deadline.
VIII.2.4 The exam should be included in the evaluation of a written document, in the form of a monograph or manuscript of a scientific paper (not yet submitted) related directly to the subject of the exam and summary of the work plan. The work will be presented orally by the candidate (in a maximum of 60 minutes), followed by an examination by the Examining Committee (maximum 60 minutes for each member).
VIII.2.5 The document referred to in item VIII.2.4 must be submitted to the Examining Committee within 45 (forty five) days after the exam registration.
VIII.2.6 The Examining Committee will be composed of three Doctors, with at least one of them being a Full or Specific Program Advisor.
VIII.2.7 The CCP shall appoint the president of the Examining Committee, obeying, wherever possible, the hierarchy among its members.
VIII.2.8 The Advisor and eventual co-advisor can not be part of the Examining Board
VIII.2.9 The judgment of the Qualification Exam will include the evaluation of the document presented and the defense session. The candidate who obtains the approval of the majority of the examiners shall be considered approved.
VIII.3 Direct Doctorate
VIII.3.1 The direct doctorate student must have his / her enrollment for the qualification examination approved by the CCP/CPG within a maximum period of thirty (30) months after the start of the period count.
VIII.3.2 The objective of the qualification examination in the Direct Doctorate is the same of the Doctorate. The Exam will be carried out according to the norms of the Doctorate.
VIII.4 The student who fails the qualification examination may register to repeat it only once, and must re-enroll within 60 (sixty) days after the first exam. The second examination must be carried out within 60 (sixty) days after enrollment. Continuing the disapproval, the student will be disconnected from the Program and will receive a certificate of the courses taken.
IX – TRANSFER OF AREA OF CONCENTRATION OR COURSE
IX.1 At the request of the advisor, and within a maximum period of 18 (eighteen) months of the first enrollment of the student, the CCP/CPG may authorize the transition of the Master’s Degree to the Direct Doctorate, taking advantage of credits already obtained, subject to the following conditions:
a) Approval by the CCP/CPG of a detailed scientific report of the student demonstrating excellence and unpublished research in the Program;
b) Approval of the thesis plan by the CCP/CPG, after consulting the ad hoc advisor appointed by it;
c) Advisor’s letter containing critical evaluation of candidate’s maturity and performance.
IX.2 In addition to the academic records and Thesis plan, the student will be evaluated by a board of 2(two) members, composed specifically for this purpose, indicated by the CCP/CPG.
IX.3 If the student have his/her request approved by the CCP/CPG, the student must complete the requirements of item VIII of this Regulation.
IX.4 In case of transfer of area of concentration in the Program, a request to the CCP/CPG should be sent, justifying the change of area and supervisor with the consent of all parties involved.
IX.5 In order to change the level, the deadlines for the qualification examination and the minimum requirements for proficiency in a foreign language must be verified, according to item V of this regulation, in the new course. If this deadline has already been exceeded or there is no proof of proficiency in a foreign language the change will not be possible.
X – UNSATISFACTORY ACADEMIC AND SCIENTIFIC PERFORMANCE
X.1 In addition to the rules established in article 52 of the USP Postgraduate Regiment, the student may be removed from the Postgraduate Program in any of the courses (Master, Doctorate and Direct Doctorate) if one of the following situations occurs:
a) disapproval of the annual activity report twice consecutively.
b) non submission of the annual report, within 30 (thirty) days after communication and warning of deadline issued by the Graduate Office.
X.2. The student who has failed his / her report shall arrange for the submission of a new report within a maximum of thirty (30) days, counted from the date of approval of the disapproval by CPG.
XI – ADVISORS AND CO-ADVISORS
XI.1 The decision on the accreditation of a advisor will be based on their scientific performance. The teacher will be evaluated for his ability to conduct a research project and generate publications in refereed journals. It will be considered their participation in congresses and orientation activities in the graduation period.
XI.2 The full advisor must necessarily assume didactic activities in the Graduate Program in Oceanography.
XI.3 The first accreditation will always be specific, both in the masters degree and in the doctorate. For specific accreditation, the teacher must achieve the minimum score established in this Regulation regarding accreditation and re-accreditation criteria.
XI.4 For full accreditation, the teacher must have attended at least one master’s thesis, or doctoral thesis, and reach the minimum score established according to the criteria defined in item XI.5. The minimum score required for accreditation as a specific advisor is 20 (twenty) and for full advisor is 30 (thirty). Production will be considered in the last 3 (three) years.
XI.5 The scoring for each production item considered for accreditation and re-accreditation is: article in periodic journal Qualis A1, A2, B1 (5 points); article in periodic journal Qualis B2, B3 (3 points); article in periodic journal Qualis B4 or B5 (1 point); Articles involving students of the program (multiply by 1.5 the indicated score); Complete work in event with participation of students of the program (0.3 – limit of maximum 3 points); Abstract in event with participation of students of the program (0,2 – limit of maximum 2 points); Project Coordination (funded research) (1 point limit of maximum 2 points); Participation in projects (0.3 – limit of maximum 0.9 points); Master’s degree guidelines completed (1 point limit of maximum 4 points); PhD guidelines completed (2 points limit of maximum 6 points); Course given in the graduate course in addition to the minimum required (1 point limit of maximum 3 points).
XI.6 The deadline for the accreditation of advisor in the masters course will be 18 (eighteen) months.
XI.7 The deadline for the accreditation of co-advisor in the doctorate course will be 38 (thirty eight) months.
XI.8 The deadline for the accreditation of co-advisor in the direct doctorate course will be 48 (forty eight) months.
XI.9 The maximum number of advised students is 10 (ten). In addition, the advisor can co-advise up to 5 (five) students.
XI.10 The full accredited advisor must request renewal of his / her accreditation every 3 years. In the re-accreditation, the advisor must reach the minimum score established in item XI.4, in addition to complying with the following requirements:
- Must have taught at least twice postgraduate discipline in the last three years;
- At the graduate level, in the last three years, have advised or be advising at least one student.
XI.11 In the applications concerning the accreditation of external advisors (Young Researcher, Postdoctorate, Visiting Professor, Trainee Researcher and others), in addition to what is established in item XI.3, the following aspects should be observed:
- Detailed justification of the applicant regarding the innovative contribution of the project to the graduate program;
- Identification of the link of the interested party (ex: young researcher), mentioning the validity of the program and line of research;
- Demonstrate the existence of infrastructure (physical, material and / or equipment);
- Demonstrate the existence of resources to finance the proposed project for graduate orientation;
- Manifestation of a teacher of the institution or supervisor, with the consent of the head of the department or equivalent, demonstrating agreement on the use of the space for the development of the requested orientation and the maintenance of the conditions for the execution of the graduate project;
- Curriculum vitae of the interested party including, if applicable, the guidelines completed and in progress at USP and beyond;
- Demonstrate the functional status and institutional link of the interested party (if the interested party does not prove a stable institutional link, the period of permanence at the Oceanographic Institute must be at least 75% of the maximum deadline for the submission of the dissertation or thesis).
XII – PROCEDURES FOR DISSERTATION / THESIS DEPOSIT
XII.1 The final work in the masters course will be in dissertation form. Guidelines for the presentation of theses and dissertations of USP: electronic and printed document. Part I (ABNT) published by the Integrated System of Libraries (SIBI) USP, available on the program page on the Internet.
XII.2 The final work in the doctorate course will be in the form of a thesis, or set of accepted or published manuscripts (at least two). For the presentation of manuscript set (s), the structure of the work must necessarily present an introduction contextualizing the work, chapter (s) in manuscript form (s) and a chapter of general conclusion of the work.
XII.2.1 For the thesis as a set of accepted or published manuscripts, one must ensure that:
- there is no violation of the reproduction rights of the article,
- the articles report results of the student research work.
- in case of articles in co-authorship, each article is used in the Dissertation or in the Thesis of only one of the students.
- all articles and contextualization text must be in a single language.
XII.3 The deposit of the copies will be made by the candidate in the Graduate Office until the end of the expedient of the last day of its term. For the Master, 4 (four) printed copies of the dissertation, 3 (three) bound and 1 (one) without binding, plus a copy of the dissertation in PDF format and its abstract in text in digital format, must be delivered. For the doctorate, 6 (six) copies of the thesis must be deposited, being 5 (five) bound and 1 (one) without binding, plus a copy of the thesis in PDF format and a summary thereof in digital format.
Copies of theses and dissertations may be printed on both sides of the page.
The deposit must be accompanied by the deposit application form, endorsed by the advisor, attesting that the work is fit for defense.
XII.4 In the course of Doctorate in Oceanography, together with the deposition of the thesis, it is required the proof of submission of an article, in which the student is the first author, in an international refereed journal.
XIII – ADDITIONAL FORMATS OF EVALUATION OF STUDENTS
XIII.1 Students will be evaluated annually through their activity reports.
XIII.2 The reports shall be delivered in accordance with the deadlines set by the CCP/CPG.
XIII.3 The reports, with a maximum of 20 (twenty) pages, should contain:
- Title and Abstract of Research Project
- Objective
- Summary of activities described in previous reports (if applicable)
- Description of the activities carried out in the period
- Bibliographic references
- Complete Execution Schedule, identifying activities already carried out and future ones.
XIII.4 Each student will have the progress of their project evaluated by the Monitoring Committee. The operation of the Monitoring Committee shall comply with the guidelines of the Program.
XIV – WRITTEN EVALUATION IN THE JUDGMENT OF DISSERTATIONS OR THESIES
Not applicable.
XV. LANGUAGES PERMITTED FOR EDITING AND DEFENDING DISSERTATIONS AND THESES
XV.1 Attending to article 89 of the University of São Paulo Graduation Regiment, all Dissertations and Theses must contain title, abstract and key words in Portuguese and English.
XV.2 Dissertations and Theses may be written and defended in Portuguese or English, provided they are in the same language.
XVI – TITLE NOMENCLATURE
XVI.1 The master student who meets all the requirements of the course will receive the title of “Master of Science” in the Program: Oceanography, with the mention of the corresponding Area of Concentration.
XVI.2 The doctorate or direct doctorate student who fulfills all the requirements of the course will receive the title of “PhD in Sciences”, in the Program: Oceanography, with the mention of the corresponding Area of Concentration.
XVII – OTHER RULES
XVII.1 Special Credits
A maximum of six (6) credits may be granted as special credits.
XVII.1.1 In the case of a complete work published in a national or international circulation journal that has a recognized editorial body, or a book chapter of recognized merit in the field of knowledge, the student is the first author and that has relation with the project of his dissertation or thesis, the number of special credits is equal to 2 (two), with maximum number of 4 (four) credits.
XVII.1.2 In the case of patent deposit the number of special credits is equal to two (2), with a maximum number of four (4) credits.
XVII.1.3 In case of publication of a chapter in a technological manual recognized by national and international official bodies, the number of special credits is equal to one (1), with a maximum number of two (2) credits.
XVII.2.6 In the case of participation in the Educational Improvement Program (PAE) the number of special credits is equal to two (2).
XVII.3 Obligatory Courses
The area of concentration in Physical Oceanography has the following obligatory courses:
- IOC 5815 – Geophysical Fluid Dynamics I
- IOC 5811 – Geophysical Fluid Dynamics II.
