REGIONAL PLANNING FOR THE CIRCUITO DAS ÁGUAS PAULISTAPlanejamento Regional do Circuito das Águas Paulista

The objective of this study was to discuss the role of regional planning in small towns from the perspective of consortium activities as a means of optimizing resources (material and immaterial) for development. The object of study is the academic experience on the Circuito das Águas Paulista by proposing a Regional Tourism Plan and a Regional Development Action Plan. The method of analysis is based on the understanding of the legal framework that makes planning and territorial management possible through urban agglomerations capable of articulations that enhance the municipal capacity for converging and non-competing joint actions. It is understood that the relevance lies in the focus on small towns, an object that is still incipient in academic studies of urbanization, with emphasis on clusters formed by the consortium of intercity services.
