Engineer and founder of the Christian Democratic Party (PDC) in 1960. Mayor of San Salvador, he was a presidential candidate in 1972 with the support of the Communist Party. He won the election but was unable to take office due to a military coup. In 1980, he participated in a Military Junta that sought to negotiate the pacification of the country with the Farabundo Martí National Liberation Front (FMLN), but was unsuccessful. Elected president in 1984, he governed until 1988, while the conflict with the guerrilla movement continued.
