The professor has a Bachelor’s degree in Economic Sciences from the Federal University of Minas Gerais. Master in Industrial Economics from the Federal University of RIO de Janeiro. PhD in Applied Economics from the Institut d’Economie et de Politique de l’Energie – IEPE of the University Pierre Mendes-France, France (1999). He is Associate Professor and Research Director at the Institute of Economics at the Federal University of Rio de Janeiro. He is a member of the Energy Economics Group at the Institute of Economics. He is Academic Coordinator of the Concentration Area in Oil and Gas Economics at PRH-21 ANP, at the Institute of Economics. Since 1993, he has dedicated himself to teaching and research, with his main areas of interest being: Industrial Organization and Dynamics of Energy Industries, Energy Regulation and Policies, and Energy Market Development Innovation.

- Main barriers to the attractiveness of investment in the national oil sector
- Prospects for resuming investment in the national oil sector due to:
A. Regulatory changes in the national oil sector
B. Scenarios for the international oil market
